Ambassador Sujan Chinoy assumed the post of Ambassador of India to Japan on 03 December 2015. Immediately prior to the current assignment, he served as the Ambassador of India to Mexico from 2012-2015, and concurrently as the High Commissioner of India to Belize. Hailing from the state of Gujarat in India, he did his schooling at the prestigious Rajkumar College in Rajkot. He earned his BA (Hons.) degree in English Literature from the Maharaja Sayajirao University in Baroda and an MBA degree in Marketing from the Gujarat University in Ahmedabad. While in Ahmedabad, he spent time in 1978 at the Otemon Gakuin University in Osaka, Japan, as an Exchange Student. Ambassador Chinoy joined the Indian Foreign Service in 1981. and subsequently obtained his Diploma in Chinese from the Chinese University of Hong Kong. He speaks fluent Chinese (Mandarin). He is also conversant in French, Spanish, German, Japanese, Arabic and French-Creole, apart from Hindi, Gujarati and Urdu. During his long career spanning over three decades, Ambassador Chinoy has specialised on East Asia and the Asia Pacific region, particularly on national security issues. He has lived in China for ten years, serving in various capacities in the Indian Missions in Hong Kong and Beijing in the 1980s, and as the Consul General of India in Shanghai between 2000-2005. He was the Consul General of India in Sydney between 2006-2008. Earlier, his other overseas assignments included the post of Counsellor handling Disarmament & International Security Affairs at the Permanent Mission of India to the United Nations in New York and as Counsellor in charge of political affairs in the Embassy of India in Saudi Arabia. On home postings in the Ministry of External Affairs in New Delhi, Ambassador Chinoy’s servied as Desk Officer in the East Asia Division in the 1980s in charge of relations with China. He also served as Desk Officer in charge of relations with the US and Canada in the Americas Division and as the Officer-on-Special Duty in charge of Press/Media Relations in the early 1990s. As Director (China) in the East Asia Division of the Ministry of External Affairs between 1996-2000, Ambassador Chinoy led the Indian delegation in the India-China Expert Group of Diplomatic & Military Officials in negotiating issues concerning peace and tranquillity and confidence building measures in the India-China border areas. Between 2009-2012, Ambassador Chinoy was seconded to the National Security Council Secretariat in the Prime Minister’s Office in New Delhi, where he was responsible for policy formulation on key external and internal national security issues, and for anchoring institutional strategic dialogues with several countries around the world. He brief also covered national security issues relating to India’s neighbours, border and maritime security, cyber and economic security issues. Ambassador Chinoy has worked extensively on India’s external trade and economic engagement during his terms as Consul General of India in China and Australia. He authored the chapter on “Economic Diplomacy in China and Down Under” in the book “Economic Diplomacy: India’s Experience” (published by CUTS International, January 2011). He has also contributed articles to mainstream Indian newspapers and magazines on diverse subjects, besides lecturing on strategic, defence and economic issues at various institutions and think-tanks in India and overseas.
